BC LANDLORD HARASSING MY PET!

I have a cute little dog only 6 years old. The landlords are a couple upstairs. Whenever we go out the old couple either

-want to pet him

-want to feed him

-quickly pick up his poop if he shat when I will eventually clean it.

Please advise.
